They say that there is nothing more dangerous than a man with nothing left to lose. That man is now in the form of a replicated humanoid race knows simply as Reploid. His name is Rock. Since the fall of Neo Arcadia, the at the time capital city of the entire world, Rock had seen the people he cared for fall one by one. His sister slain at the hands of the Madman known as Bass, the youngest member Axel died in an epic battle against the self-repairing Glideman. Zero fell in a self sacrificing attack in order to defeat the sword wielding Protoman. His human allies, Jake “Peril” Thompson, Wesley “reckless” O'Connor, and Jake's son Jackson “Bomberman” Thompson killed in a bomb blast by the traitorous Quickman.

In a blind, murderous state generated by the faulty Chaos Command Protocol, he makes his way through the streets of the nation's cities controlled by the tyrannous machines called Mavericks and their loyalist human pawns in a quest for vengeance against Bass and the people who have taken away everything that was worth living for. They took everything away from him, and now he will take away their lives, one enemy at a time. This is the final stand between the Mavericks and the last remaining Hunter.
